Great Council of Vakira

After the war of the clans, a newly found respect had been instilled in each clan for the others that dotted the savage landscape. Realizing the futility of clashing against one another - the parties having viewed the stalemate that their battles so provided - they decided on a simpler resolution. Banding together to form a great beacon of clans that smaller tribes could join with in hopes of furthering the Vakiran power and place in the world. There are currently seven Chieftains, one from each clan of the United Clans, that takes up seat on the Great Council. Each Chieftain is also represented by four banner men, whom share the same voting power as each of their chieftains. This totals to thirty five members of the Great Council. Any disputes between members are eagerly settled with fist fights or other challenges of strength, the winner usually gaining favor in the matter (unless, of course, the winner continues to push an insane idea.)
It is a known fact that the Great Council are fair to all, and happily listen to any foreign diplomats, offering them a warm meal and enough alcohol to sate any thirst. It isn't uncommon for diplomats to be invited to stay for weeks at a time, celebrating every day with alcohol, food, sport and discussion of politics. Whilst the Great Council do mean well by these actions, they're also very well aware that making one feel at home and among friends is a quick way to gain sympathy and more sway in their favor.
With their kindness comes a bit of weakness, however - the Great Council is usually rather quick to agree on an issue, however their fair treatment for every Vakiran can lead to a lack of fear amongst the people of those who lead them. Some see this as a good thing, others see it as a weakness.
